Continue Stocks Sinter By ALEXANDER 'DANA NOYES. Lake Tribune Leased WiF. Chicago Tribune-SaNEW TOHK, Jan. 17. The week began on Wall street today with renewed advance in European etchings, further re- covery in Liberty .bonds, a money market which showed continued tendency toSatward easier rates- notwithstanding urdays deficit In bank reserves, but a stock market which, except for a' flicker of speculative life In the street railway Into- - purposeless fluctuations. The movement of foreign exchange was perhaps the most noteworthy, for it occurred on the basis of an . unusually large and steady business, which seemed to originate on both side of the ocean. The fact should again be emphasised, in explaining this show of strength, that lestautumn's decline, of sterling particular, :y. was much mors a consequence of acute money stringency in America than of the international of incidents ordinary finance, and that, therefore, the recovery, on the disappearance of the American money strain, has been perfectly logical. In today's Wall street money market there was little or no change; time loans on stock exchange collateral were again made apouxuj 6 per cent, which was frac- rate, altionally under the day's London though that market also was slightly exon the stock easier. Call money held change all day at the unlform 0 per cent rate to which it was lowered last Thursday, but loans were occasionally reported as obtainable on the street at 5 per cent. Nob much attention was paid to Saturday's deficit in reserves, partly, perhaps, the federal because recent experlence-wltreserve machinery has shown that 'deficit week at the associated banks is almost Invariably followed by a substa-ntlal surplus, but more especially because it is now recognised that maintenance of the high reserve bank rate may mean only that unnecesaary increase in private bank loans, on the basis of rediscounts, is stld being discouraged. After a day pf generally meaningless MVled with thtMtpgk ,,fluctuajUpnv about as many net declines as net ad vances. Most of the changes were unimportant and the day's transactions in as Urge a stocks were hardly one-ha- lf on Monday of last week. Xl one. excePT rail Wiy 'Companies, .,tlpn. whose stocks and bonds rose several points on the movement to Introduce in the Albany legislature the bill for in creased fares. It must be admitted the statistical justice and the economio necessity for this change can be absolutely proved, the controversy Is oertain to bs a long one. The plain facts of this matter are that the present scale of wages is such that, since the increase of wages a year end half ago, operating costs and interest on legitimately Incurred debts ar greater than what tbs comcan earn by carrying passengers panies for S cents each. Wages cannot be readjusted ss Is being done, more or less widely, by manufacturing concerns, and the inevitable result, quite apart from any loss to the Investors, la the notorious deterioration In facilities with which every New Yorker is familiar, .But the controversy has all along been confused through use by the Inter the extremely borough management, before the 25 per increase of wages in August, 1919. esnt and at a tlms when ths company was selling securities, of a positive estimate cent by its engineering experts that a fare was adequate.
