In a public hearing on the regulation in Salt Lake City July 2 of last year, Matheson said, In addition to our outright objection to the provision for integral vista protection, we find the process for identifying those vistas unacceptable. States are denied any role in the identification process, but are then required to ' plans. A Park Service release earlier this year stated that states could reject integral vistas selected by the federal government only if they were selected in an unreasonable manner. The release stated, With regard to integral vista protection, the Clean Air Act and EPSs visibility regulations allow the states to accommodate energy, economic, and other factors in their new source review process as well as in their determination of what constitutes best available retrofit technology for existing sources of visibility impairment. Balances Allowed In making these decisions, the release continued, the states may balance visibility protection objectives with energy and economic objectives as long as emissions from proposed or existing sources are such that they can be demoh-strate- d to be consistent with the requirement to make reasonable progress toward achieving the long-tervisibility goal. In his July 2 testimony, Gov. Matheson objected, The specific statutory justification for the insm protection cannot be ide-out found, and it must be rejected. Federal land managers are effectively given unfettered authority to greatly enlarge existing Class I (air quality) areas. . The' Mountain States Legal Foundation has filed suit in opposition to the integral vista regulations. The State Department of Health is required to submit plans and strategies to the EPA by August 2 of this year which will meet visibility protection requirements. Additional public meetings will be held in St. George on March 17, in Richfield on March 19 and in Salt Lake City on March 24.
