The gates, which open when either a vehicle approaches along the canal road or when a pedestrian pushes a button near the bridge, were installed after neighbors insisted that safeguards be put in to prevent children from playing on the canal bank and possibly falling into the waterway The PRWl'A and the U.S. Bureau of Reclamation, which ft owns the canal, initially rejected suggestions that canal road gates be locked because it would slow down workers and emergency crews, but accepted the automatic gates as a compromise measure. Residents said the gates began io malfunction shortly after they were installed last summer, leaving an opening large enough for an adult to crawl under. The residents said calls to an emergency phone number posted on the gates were answered by police dispatchers who didn't know how to deal w ith the situation.
