Show Page A4 THE DAILY HERALD, Provo, I'tah, Sunday, January 21, 1996 UVSC puzzled over how to implement drug testing mandat By MARK EDOINGTON - The Daily Herald Utah Valley State College officials want to comply with a new federal regulation on drug testing, but are confused about how to go about it. J The U.S. Department of Transportation regulation, which went irjto effect Jan. 1, requires drug testing of all employees who must have commercial drivers licenses to perform their jobs. The regulatesttion requires ing, random testing during employment, and mandatory testing of any employee involved in an accident in which there is death, injury or one or more car is towed. Lisa Stamps, UVSC policies and procedures coordinator, said the question college officials have is if the new regulation just applies to employees or also includes volunteers and anyone else with a commercial driver's license. For example, the college has one motor pool employee who is required to have a commercial license and .therefore would be subject to drug testing. "The question we now have is if everyone who checks out a commercial-type vehicle from the motorpobl would need to be drug tested," explained Stamps. If so, UVSC's yearly cost to comply with the regulation would be substantially higher. If the regulation is interpreted to mean only employees required to have licenses, the college will probably be required to test about a dozen personnel. But if it is interpreted to include drug testing for anyone checking out a vehicle, the number of employees requiring testing would number about 50 a total that could include faculty who take students on field trips and coaches Bradley Ciayson Moore David R.
