"The Forest Service has learned how to be a neighbor again, instead of a clone of the IRS," said Stahl. "We used to do this kind of thing regularly on the national forests when we had real Forest Service employees in our nation's campgrounds and they would do fireside chats and have direct contact." In Stahl's view, the Forest Service became estranged from the public when timber production became its top priority. "During its timber heyday, the Siuslaw didn't care about the recreating public. They didn't care about the public at all," said Stahl. "He who pays the piper calls the tune, and timber paid the piper for 50 years." After a logging boom in the 1980s, the threat of driving the northern spotted owl to extinction by clearcutting old growth forests forced the Forest Service to develop the Northwest Forest Plan to protect fish and wildlife. The result was an 80 percent cut in logging, throwing many small towns dependent on the timber industry into economic collapse. At the same time, pressure grew to preserve freshwater habitat for salmon, whose populations are moving toward extinction. The Forest Service is talking about further reducing timber production in the Northwest, because original estimates of the numbers of streams that needed protection from logging were too low.
