Show Thursday, December Juab County patrolmen feted in SLC Peace officers in Juab County received awards at the re- cent Department of Public Safety's annual banquet held in Salt Lake City. " Juab County Sheriff Dave Carter was awarded the 1990 executive award of merit by the Department of Public Safety. The members of District D of Section Six of the Utah Highway Patrol received the safety unit citation. Members of the unit receiving the award were: Sgt. Paul Mangel-so- n and troopers Blair Bradford, Steve Pelton, Randy Ingram and Lance Bushnell. "Sheriff Carter's cooperative efforts have improved the status of law enforcement in Juab County and have contributed significantly to the goals and programs of the Department of Public Saftey," said Doug Bodrero, state commissioner of public safety in presenting the award to Carter. Page B7 heaHh funding level Is stable Hel&er-Wasatte- fo : NEPHI THE HERALD, Provo, Utah, 20, 1990 By SONNI SCHWINN Herald Correspondent HEBER CITY The director of the Heber County Health Department, Phil Wright, reviewed the- - department's 1991 budget of $271,411 for the Heber - City-Wasat- ch City Council. It had already been approved by the Wasatch County Commis- sion. ' The department will collect about $119,500 in federal and state money, with the federal government providing "the lion's share," Wright reported. About $27,412 will be revenue collected at the present tax rate, but more is expected because of anticipated growth and delinquent taxes that will be collected. Nearly $100,000 will be taken from a surplus fund that had built up until two years ago, leaving about $31,000 in the fund at the end of 1991. Wright estimated the department will earn about $10,000 in interest from the surplus. The department also will collect $17,550 for services, like inspections, immunizations, and food handlers fees, and including a budgeted for clinic supplies next year, $7,000 more than during contract with the school district to provide a part-tim- e nurse for the school year. Most of the remaining budget items remain close to the same as in the past year's $213,026 budget. $209,611 of the expenses will be for employees' wages and benefits, $3,415 less than in 1990. The next largest expense will be $18,-00- 0 in professional and technical fees, $2,500 more than during 1990. Travel for next year is expected to cost $9,000, compared to $5,800 in 1990, because of the increase in gasoline prices. $9,000 has been $10,500 county didn't need the larger amount because Medicaid paid for ' more of the prenatal cases than he had expected, He expressed concern about funding once the surplus is deleted, but told the city council that the county commission had assured him the department would be supported without any cuts in health services. Mayor Scott Wright observed that the department's tax rate may have to be tripled in about two years to continue the present services and programs. 1990. State and federal money is earmarked for certain expenses, like a federal grant of $2,500 for immunization, and $3,000 for infant development, $1,000 more than in 1990. The county will receive 0 for the federal WIC (women and infant children) program next year, $13,000 more than last year. The county will receive only $2,000 in federal money for prenatal care, compared to $8,000 last year. But Wright explained the $59,-00- Bodrero further complimented Carter by stating Carter's law enforcement had taken him beyond county lines and battles over turf to a position of leadership in the war against drugs, i Carter has fostered an open, cooperative working environment between his office and the Utah Highway Patrol. Carter and his . deputies, said Bodrero, have assisted state officers on drug interdiction traffic stops, have helped develop cases with department of public safety officers and have worked to develop drugh task forces. Bodrero also complimented the UHP crew in Juab County. He said from July of 1989 to June of 1990, Mangelson and his troopers had made 190 felony arrests, 452 misdemeanor drug arrests, recovered 29 stolen cars, and made 79 arrests for drunken driving.
