The association noted that spending per student dropped from school during the 1985-8year to $2,909 for 1986-8- Utah school districts reduced construction spending by more than $40 million in 1986 and 1987, according to a study by the Utah Taxpayers Association. Total average spending by Utah's 40 school districts has dropped more than $100 per student. The decrease is n( spending for $3,-0- 7. Again, a few years later, voters rejected a bond election for the building expansion. When plans were finalized for the new y gov- Utah County's favorite tree caused the county and state to change their plans for a new building complex to avoid disturbing it. It is a Tabletop White Elm, . , state-count- made sure the building surrounded, but did not eliminate, the elm tree. As a further protection against the intrusions of mo- gnarled branches out in umbrella fashion on the east side of the Utah County Building. The tree is a rare variety. Some tree experts say it is the only tree of its kind west of the Mississippi. Some years ago, county officials formulated plans to build an addition on the south side of the county building. As envisioned, the addition would have extended directly east from the east entrance, a plan which would have eliminated the Tabletop White Elm. The county switchboard was flooded with calls from concerned citizens who wanted to make sure whatever building design was adopted, the tree would not be touched. County officials redesigned the plans to move the addition southward, and assured their constituents that the tree would not be harmed. Those plans were aborted, however, when voters refused torized equipment and building materials, the area around the tree was fenced and will remain fenced until all construction is completed. In the summer it is spectacular, with it's leafy branches apparently defying gravity as they stretch out over the lawn. In winter, its true form can be seen without the concealing leaves. Decades of picnickers have enjoyed the elm's shade in the summer, and it has been the backdrop of many photographs from wedding pictures to fashion displays. y So, when the building complex is completed, there will still be a picnic area, although it will be smaller than before.
