A cold front moving slowly through the s western Plains triggered scattered Thursday over the central Plains and portions oi Texas. An early morning flash flood warning was posted for Sumner and Harper counties in south-centra- Kansas. Thunderstorms l dumped as much as 5 to 10 inches of rain in those areas since late Thursday afternoon Argonia. Kan., reported 3 inches ol rain and winds gusting as high as 60 mph. Flooding occurred along the Chikaskia River south of Argonia. In Texas, the heaviest concentration ol thunderstorms extended from the Lower ValTexas and eastward ley through south-centrto the Louisiana border. Heavy thunderstorms also hit sections of the Panhandle and the south Plains, while a third area oi thunderstorms dotted parts of eastern and northeastern Texas. North County needs more space for the fire, police and ambulance departments. If the city purchases the t lilding on Merchant Street, it would probably use some of the space for offices and some for the police department and circuit court. The public safety building would be used for the ambulance and fire tained through the refunding provided to the public before the Nov. 12 public hearing so residents will be prepared to discuss the issue. The council voted to schedule a public hearing for 6:45 p.m. Nov. 12 and promised to have verified information on comparative costs of remodeling and expanding the public safety building with costs of remodeling and purchasing the vacant building on Merchant Street. The information will be given to the newspapers by Oct. 22, Beck said. Beck noted money is available for capital improvements because of recent refunding of bonds. The process "is not new, it's borrowed money and it ought to be used to reduce the debt." Durfey pointed out the public safety building was designed so another story can be added and the city would not be taking a business off the tax rohs. Asked why the city has responsibility for providing space for the circuit court, Mayor Beck explained the court pays rental space for each square foot for the use of the building. Instead of paying for 1,500 feet the court would be paying for twice that amount in the new location which would add to the city income. The city is growing, Councilman departments. A fire department spokesman said the that department doesn't need more offices, but needs more bays and will need more parking in the future. Councilmen Jerry Edwards and Kay Hutchings said the public meeting will be to give the public some alternatives so they will be able to make a choice, because there is a problem of making the current city offices and buildings available to the handicapped citizens by October of 1986. Forest Service, EPA Collecting Water Samples The Forest Service has joined with the Environmental Protection Agency in collecting water samples from 130 lakes in the Intermoun-tai- n Region, according to Regional Forester Stan Tixier. The water sampling program is designed to provide scientifically sound data necessary for comparison of the overall quality of lakes and streams from region to region. This is being accomplished by taking samples at the same relative time of year in exactly the same manner.
