Yeutter said he was "disappointed that almost all the actions" of the plan would not be implemented until after 1987, which "to me is not very responsible." Murkowski and Yeutter agreed that export restraints by the Japanese would be unproductive. "By imposing export restraints, Japan would in effect be punishing the United States by not marketing their goods in our country," Murkowski said. "I think such a plan would heighten tensions and Congress would react negatively.ln-stead- , they should open their markets to U.S. imports." three-yea- long-rang- -- self-impos- Yeutter will visit Japan this month, and tell Japanese officials of U.S. concerns about the trade plan and the frustration of Congress. He intends to ask the Japanese to speed up the three-yea- r study and to be more specific about their plan before Congress reconvenes in September.
