"The president's made clear that we and most of the international community strongly oppose Japan's continued whaling, and we're going to continue to work with those people who oppose it to stop this practice," White House press secretary Jake Siewert said Friday. In a report to congressional leaders, Clinton said he 'does not believe that broader restrictions on Japanese imports "would further our objectives at this time." But he said the United States will continue to review Japanese whaling with the possibility of recommending specific sanctions and punitive measures later. "In particular, we're going to investigate whale manufacturers people who manufacture whaling as equipment in Japan candidates for additional measures," Siewert said. He did not spell out steps or actions that might be recommended but noted the United States already has restricted access to fishing rights in U.S. waters to Japanese fishing boats. It also has canceled U.S. participation in two international environmental meetings planned for Japan. In addition, he said, the United States has organized some member states of the International Whaling Commission to push for movement of the commis--sion'- s next meeting out of Japan. The United States objected to Japan's decision to expand the whale hunt in the North Pacific, a decision that Japanese officials defended as essential to maritime research.
