Show Friday, April en. ildon Money Joins roup- in Acid Rain View SALT LAKE CITY Sen Eldon A. Money, Fork, joined other members of the Energy Committee of the Western Legislative Conference to declare a regional legislators' position on the proposed federal legislation to control acid rain. During meetings in the last year and at the organizations conference in Salt Lake City the Committee heard presentations about the acid rain proposals as they would affect the environment in the West, the perspectives of other regions and Canada, and the economic impacts the various bills would have in the West. At previous meetings the Committee has heard from other representatives around the region including the Clean Air Coalition, the EPA, Western Regional Council, and industry spokesmen. "The west will strongly oppose legislation which taxes it to pay for emission reductions in the East and it will strenuously oppose legislation which erects artificial trade barriers against the use of Western coal," said Dick Wallis, Wyo., committee chair- man. Money said the committee is specifically opposed to legislation such as Hit. 3400 which would tax electricity generation nationwide to pay for scrubber installation on the biggest emitters of sulfur dioxide in the Midwest. This approach locks in the market for high sulfur coal rather than allowing utilities and industry themselves to decide the cheapest and best way to reduce emissions, he said. After reviewing the various proposals, the Committee supported the Senate Environment Committee verion (S 768) which would require a 10 million ton annual sulfur reduction in the 31 Eastern states but leaves flexibility in the means of compliance. - During the meeting in Salt Lake City Money also had an opportunity to visit with other Western legislators attending the WLC Fiscal Affairs and Federalism, Public Lands, and Executive Committee meetings. The WLC is comprised of legislators and appointed officials from thirteen Western states and three Pacific territories. It functions to foster and encourage interstate participation in the consideration of common issues and opportunities in the West, the conference provides a medium for state legislators to exchange ideas, knowledge and experience toward the development of policies to protect and promote Western state interests and to encourage interstate cooperation on major regional issues.
