Services Director Anthony Mitchell, the board voted Saturday to set up a task force to define the responsmilities of the mental hospital's clinical director and its administrator. The psychiatric staff at the hospital told the board it feared patient care would be hurt by the appointment of a nonmedical director of the institution. Mitchell. Gov.
