Marvin Higbee, a long-tim- e sports fan. The $2.3 million building will end years of renting space all over the county for UTC intramural teams, Higbee says. The building will not only house men and women intramural basketball but women's intramural volleyball as well. And it gives UTC students their first indoor practice space. d of his Higbee says 6,000 member studentbody participates in intramural sports. By the 'beginning of the 1984-8- 5 school year, students will use phase one of the new P.E. building, Higbee says. It offers 30,000 square feet with a basketball floor and bleachers. Besides student dressing rooms and P.E. offices, the building e will also have a area with a rubberized floor. The floor will cover a track of a mile long, indoor tennis courts and volleyball and a practice area for baseball and softball. "I feel very positive about it. I think students need physical activity and many want to be in intermurals. In year's past we have rented space all over Utah County to conduct these programs," Higbee says. Funding for this first phase came mostly from a bond that the school will pay off through student fees. Nobody Injured A Orem man escaped injury Monday afternoon when he lost control of his car and the vehicle struck a power pole's guy wire and rolled over. Granville E. Adair, of 1055 S. 1000 E., Orem, told Police he had apparently looked down for a moment before his vehicle veered from the road and ran up a guy wire turning over in the process. Police and ambulance resonded to the 4 p.m. accident at 800 S. 800 Herald Staff Writer Utah County taxpayers will be paying an extra two mills on their county property taxes this fall because of flood costs incurred by the county. County Commissioners Monday set the special mill levy for flood costs at 2.07 mills. The total mill levy is 10.95 mills, as compared with 8.03 last year. "We're keeping our fingers crossed and hoping the extra two mills will do the job," said Commission Chairman Keith J. n. The county expended a considerable amount of money during the initial stages of the Thistle landslide, on Spanish Fork river flooding, American Fork Canyon, and many other trouble spots throughout the county. In the general fund, commissioners adopted a 7.23 mill levy, or .47 mills over last year's 6.76 mills. They said the added amount was necessary to cover the items budgeted at the end of last year. Declining fees for county services, and a lower rat e of collections in E., Orem and Mr. Adair was taken to Utah Valley Hospital for observation but he was released after it was determined he was apparently uninjured by the accident. Orem police officers estimated damage to the top, hood and windshield of the man's 1964 Pontine at $600. The estimated damage to the power pole and guy wire is $150. Fair committee members report that copies have been distributed to the city offices of all cities, and copies have been given to the various Relief Society organizations. It will have a levy of 3.48 mills, or .38 less than the 3.86 mills imposed last year. Service Area No. 9 takes in the zones not coverd by Nos. 7 and 8, specifically Critical Environment-1- , Agriculture-1- , Industrial-2- , and Mining and Grazing-1- . It was created to provide structural fire protection in those zones. This year the mill levy remains unchanged at .26 mills. Owner, Clara Johnson, told police investigators that someone led her horse through a chain link fence and then apparently loaded the animal into a trailer or truck, possibly around 3 a.m. Monday. The animal was taken from near 1850 North 400 West in Orem. The horse has a diamond J brand and has a strip of white on its face. It took 22 men 5V4 hours to contain the blaze which was fed by strong late afternoon winds. An air drop was also used to fight the fire. "The fire behaved really good until 5p.m. and then everything went junk," said Greg Newton, Juab County Fire Marshall. He said the controlled burn began Monday at 10 a.m. using a borrowed "dragon wagon," a fire fighting tanker used to control the beburning.
