Show THE HERALD, Provo, Utah, Thursday, January Page 20 6, 1983 Business Chamber Topics Job Training Partnership By CONNIE BARKER Executive Vice President Orem Chamber of Commerce On October 13, 1982, President Reagan signed into law the Job Training Partnership Act to replace CETA which expired September 30. For the first time in the history of federally funded employment and training programs, the private sector has equal responsibility with government in planning and implementing job training. The act is intended to allow communities to establish the kind of job training structure most suitable for their needs. Under the Job Training Partnership Act a public-privat- e sector partnership is set up to marshall federal, state and local resources to help economically disadvantages, handicapped and long-terunemployed people to become productive, independent citizens. The law sees chambers of commerce as the logical m organizer of the business community at the local level to help determine what train- ing is needed, who should do the training, how fund will be administered and how programs will be managed. Major provisions of the new act are: The governor must appoint a State Job Training Coordi- nating Council which will be chaired by a representative. The state will take over much of the responsibility previously handled by the federal government. The (PIC) will consist of a majority of representatives of the business community, one-ha- lf of whom must be from small business. The chairman must be selected from the business community representatives. Other PIC members represent education, labor, rehabilitation and employment agencies. Business representatives are selected from a slate of individuals nominated by the local general purpose business organization: (The chief elected official cannot go to a multitude of names and then make appointments. The right to nominate business representatives rests with the organized business community, the chamber of commerce. The PIC provides policy guidance for and exercises oversight for activities under the program. With the chief elected officials, the PIC selects who will receive the funds, who will administer the funds and who will operate the job training program. The organization can be the PIC. The job training plan must be submitted to the Governor with the approval of the PIC and the chief elected officials. No funds will go to any service delivery area which does not have an agreed upon plan. The plan must include an analysis of the area's employment needs and recommenda- tions on training to meet these needs; performance goals; two year budget; description of the services to be provided with estimated time and cost; and accounting procedures including an outside audit. Job training plans may include job search assistance; remedical education; basic skills training; training; retraining. j A. Reg. On Working RICHFIELD, Utah (UPI) -While some Utah coal firms are laying off miners and one actually shut down, Southern Utah Fuel Co. of Salina is continuing to produce coal at full pace. Administrative manager Nad Brown said SUFCo has been able to weather the recession and keep its 300 workers on the job because of its contracts.
