Don Ulmer, acting executive secretary of the UEA, said each of the three proposals contains "dangerous provisions that could be extremely harmful to the state and to Utah citizens." Ulmer said, "While many people will agree that some points in these proposals have merit, every citizen should know that each of these three proposals could bring disastrous consequences." The budget ceiling measure would ban any increases in state spending for five years while phasing out federal tendings of Utah programs. The other proposals would restrict fluoridation of public water supplies, and provide for the recall of elected and appointed public officials. Ulmer said the budget ceiling initiative "would trigger the greatest damage" and would "seriously hurt" all Utah citizens, especially the state's school systems.
