Matheson said he believes other states may have violated applications procedures by submitting requests for the discretionary funds before Utah. The records search ordered by Gov. Scott Matheson will concentrate on applications eight states submitted seeking about $500 million in federal highway funds. Utah got none of the funds while Florida got $129 million. Florida had previously received $165 million in highway funds. "We lived up to all the requirements and we're absolutely abused by the federal process." Matheson told State Department of Transportation Director William D.
