Long ago, a few plants piven the UnitedStates were turned over to the Librarian of Congress, for preserva lion, and when the Government came to have experimental, and other gardens of it. own, a great portion ot the responsibility aii l care for them was carelessly given to the same Officer, though bis own proper duties were more than he could at teni to. There has been no inde pendent head to this branch of the Government, and so tho branch has suffered in efficiency and the Government in pocket. The importance of the matter is small, perhaps, but 1 mention it because the Government suffers more largely in other matters in the same way. Look, for instance, at what is called the Interior Department. It was formed at a time when none of the half dozenjbuieaus embraced in it was of great importance, except, perhaps, the Indian Bureau. It this time, through national growth, the civil war, etc., some of the single bureaus are of greater financial cost, and require greater executive ability and more attention, thau the whole Department did when organized in 1S49.
