Dawes wanted to offer a proposition on the substitute of the bill reported by Orth under instructions. Builer, of Mass., objected, but it being discovered that Hurlbut had, as it afterward appeared, by the advice of Butler, changed the bill after it was read so as to hx the salary of the Speaker and Vice President $9,000, instead of Dawes claimed the right to de$8,000. bate the proposition, a point which the Speaker allowed. Dawes, after animadverting upon the alteration of the bill pending the vote, proceeded to speak in opposition to the substitute. Roberts moved to adjourn, but the motion was greeted with loud cries of "No! No!" and much confusion. Hale, of Maine, rose to close the debate, and after an ineffectual attempt to put him down with points of order, he proceeded amid great contusion and noise to state why he considered that the substitute was not a proper response to the demand of the country for a substantial repeal of the law of last Congress. He characterized it as an evasion of the publio voice, and stated that if the bill went to the wall the proposition involving a clean, straightforward, substantial repeal wculd be introduced on the first Monday the House would be in session, and he believed that it would pass the House and satisfy an indignant country. Dawes, amid increased confusion, and with more than usual earnestness, objected to the substitute. Garfield argued in favor of taking the substitute as the only practical method of reaching a conclusion tn the matter before the holidays.
