Mr. Hatch moved that the committee on revenue be instructed to inquire into the propriety of bringing in a bill ue voting hftv per cent, of the taxes col lected from railroads, mines, smelters and sampling works to the use and benefit of common schools. Speeches were made by Messrs. Taylor, Fair, Tbnrber and Pace, to the ef fect that a bill was already on its passage in the Council making appropriations for school purposes, that tue law at ready made provisions for school revenues, that ibis motion was inexpedient, and what was proposed weuli operate specially on certain industries. Oa mo tion of Mr. Pace the motion was laid on the table. Mr. Grover presented the financial report of Juab county. Referred to com mittee on revenue. Mr. Penrose moved to reconsider the vote, to pasB the bill to incorporate the city of Richfield in Sevier county, and explained that in exmluing the bill, as one of the committee on engrossing, he had discovered several errors which cer tainly ought to be corrected. Through the incorrect wording of the bill, powers intended to be vested in the City Coun cil were given to the collector, and the right was given to suppress certain per sons instead of their business. The mo tion prevailed. t Mr. Penrose then presented a number of amendments, which were carried. Oa motion of Mr. Thurbor an addition al section was added. On motion of Mr. Penrose the bill passed.
