Let 'cd forth the announcement of a start- Governor bix use his power and influence in cleansing the political, soling fact, that must have created a im!t profound sensation wherever it cial, and financial circles of the diswa . paraded. Senator Corbctt, of eases, now preying upon the national Oregon, appropriated his back pay, to yl1ch he was entitled in accordance with the provisions of the- act passed, regulating the salaries ;md mileage of members of Congress to the "Washington Monument Association. A letter couched in fulsome phraseology, to the President of the I Tnilcd States, asking him to apply the fund reserved for the erecupon tion of the column dedicated to the )nomory of the "Father of his Coun-tiy,- " the balance which was due to him as Senator from Oregon. The bark pay amounted to the paltry sum f some three hundred dollars nid a ' few cents. The . mileage will make up a total of nearly five thousand, with which he is credited. At first sight it would be supposed that Mr. Corbett was prompted by a pure, and unselfish motive in devoting the perquisites of his office to the noble purpose of rearing a monument, ihat for years has been in process of rection, and the work which has been suspended for want of funds. But the truth, tho naked truth is, that Mr. Corbctt was not actuated "by the purest and most unselfish motives. According to the provisions of the new law regarding salaries i.nd mileage, he had to choose bc- ' t ween two" alternative. Tho acceptance of back pay would entail upon l.im the loss of his mileage, which forms an important part of his income in conformity to the new requiring that Senators and Representatives shall pay all their ( wu expenses out of their salaries if lhcy accept the increase voted during the last term. As the quota coming to Mr. Corbctt on account of back pay as Senator, was insignificant in comparison to his mileage, he did rot have many qualms of conscience , in taking the five thousand dollars' mileage, at the sacrifice of three hundred. That is patriotism. His name U enrolled among the beneficiaries of an Association, among whose ar- hives it will be remembered, aud inscribed in undying letters. The other Senator from OrcgoD, r.o loss a person than 31 r. Kelly, refuses his back pay, and the intelligence is published as an event of no Hftle importance. The Senator plainmilc-utrly says he prefers to retain his The surplus to which he is i Qtitled by law, and not allowed to receive as a condition of his accepting mileage, is not disposed of. Attorney for this Territory, addresses an open letter to President Grant, through the columns of yesterday's S. L. Herald. It contains an expose of the character and reputation of W. W. Mitchell, the recently appointed Associate Justice- for Utah. According to Mr. Rates' letter, Mitchell, while prosecuting attorney of Ionia County, Michigan, was guilty of taking a bribe of $2,000 from a certaiu John Brown, who was indicted for crime, and allowed him to escape. Gentlemen of the highest honor have written to Mr. Rates on tho subject and. informed him that Mitchell is "a man destituto of common honesty, and ought net to be trusted with money nor anything that - ing, "Acting within the known plans of tho Administration, the Administration and not he would be responsible." The language used was not acceptable, and the fellow was sharply reminded by a slap ia the eyo that his intrusion upon the presence of "unprotected females" during the hours of night, was as unwarranted as it was deHim servedly rebuked. It might be remarked in connection with this little adventure, that there is a class of men in this city who make it a business to stand at the corners, and ogle, stare at, and too frequently exhibit a rudeness of gesture and langunge as ladies pass by, that are extremely offensive. This is particularly the case at the hour when the different schools are dismissed for the day, and the young ladies are on their way home.
