The explanation creates great excitement. The men say at West Point that several of the men will bo arrested. Daniel J. Briggs, appeared before Gen. Madison Baker, and stated that the party had made several attempts previously to discover the treasure, but had been interfered with by outsiders: that they were working under the direction of a spiritualist, who had correctly located the chest, that they intended continuing the work, having spiritual information as to the whereabouts of more treasure. Two of the men were seriously injured by the explosion. A gentleman, in intimato relation with European diplomacy, who arrived here by yesterday's steamer from Europe, speaks of the general belief, in court circles, ot the insanity of the Napoleon. His mental powers failed before the beginning of the war, and the loss of his Empire and military reputation since, have completely shattered his intellect. The fact is said to be recognised by the Empress and all the Bona-partileaders, who will thrust Napoleon the 4th forward as the figurehead, when the right time comes. The same informant gives it as the settled impression in England and on the continent that Paris must fall, and that the new French armies will not be able to avert that result. The Prussian line of investment is impenetrable, and Bismarekand the King quietly await the finale. An apparently London correspondent, in a letter regarding the approaching general war and the causes which led to it, states that the influence of Bismarck in the council of Prussia has greatly declined; ho attributes to this the reason that peace was not made immediately after the fall of Sedan. Dispatches from Tours announce that England with the approval of the Pro visional Government of trance, has renewed her proposals for an armistice based upon tlie pecuniary compensation for the war expenses, the raising of the fortresses upon the frontier, and the neutralization of the Provinces of Alsace and Lorraine the great Powers guaranteeing the fulfillment of these conditions by any future Government of France. It is also proposed that a Congress shall assemble and settle these questions and deliberate upon the eastern question. The correspondent of the London Timet telegraphs from Forence that it is asserted in diplomatic circles that the Italian Ministry bus absolutely refused to join England and Austria, in any diplomatic move against Russia. Dispatches received this a.m. from Vienna announce that the policy of the American Government is suspected by diplomatic circles there to bo in favor of Russia and approving the attitude assumed by that Power. The Morning Post says the telegram received in London at ten o'clock, on Saturday, asserting the Italian Ministry has positively refused to join England and Austria, in auy diplomatic move against Russia, was absolutely incorrect.
