West Jordan currently has over 14 million square feet of asphalt street surface, excluding the 12.31 miles of state highways, paving in the parks, around city hall and the two fire stations. All roads fall into one of four categories: 1. State Collector Roads are designated by the Utah Department of Transportation (UDOT). 2. Minor Collector Roads are those streets (such as the Old Bingham Highway and 4000 West) which carry a considerable amount of traffic but cannot be designated by UDOT as Collector Roads under their program. State and Minor Collector Roads will normally require more work than other streets. 3. Other City Streets are those which do not carry enough traffic to put them into the collector road category, but normally carry more than streets within subdivisions. 4. Subdivisions Streets lie within dedicated subdivisions. Jones explained that the "optimum frequency" recommended for maintenance and repair work varied from "expert" to "expert." It ranges, he said, from four to ten on such years, depending variables as amount and type of construction, original traffic, weather, and drainage. Ideally, UDOT would like to seal coat a road shortly after construction, then reseal it every four to five years, or overlay every seven after the overlay. "This schedule is impossible to maintain, even for the state," the director admitted, "because of the high cost." A more "practical approach" would be to protect the streets capabilities. He suggested that state and minor collector roads be overlayed every seven years and all other streets seal coated every ten years.
