Here we have the spectacle of a municipality discovering, in the light of the court's decision that it has been without authority or color of right to collect money that it has Strange; ijeen taking for the past three years. An attempt is now being made by the Council to frame an ordinance that will save to the city the taxes yet uncollected this year, clearly an absurdity, as such a law would be retroactive, the taxes being already due. It may be. indeed, that the consequences of this piece of monumental stupidity on the part of the municipal managers will be more serious. There is upon each poll tax notice served, a clause threatening suit in case of nonpayment. Some attorneys of the city hold that this is in effect duress to enforce payment. Should the courts take this view, the city may be required to refund a few hundred thousand dollars of illegally-collectemoney. Hut the truth is that the Philadelphia rascals are more expert than the St. Louis bunglers. The Quaker city thieves are artists in their line.
