On the subject of planning, Mr. Swensen said the committee an overall planning program with area-wid- e planning in Utah divided Into" seven regions. The state planning board would be composed of a;member from each region together with a member of the state road commission, the board 'of education, the finance commission , and the board of health. This would serve as co ordinating group to formulate long-fanplans. . In the area of stree and road recommendations, the group feels that the state aid allocation formula for. B and C road funds should be revised to include vehicle travel as one of the factors. The distribution formula recommended te 40 per cent vehicular population; travel;! 30 per cent, and 30 per cent ' road mileage.
