"I have in mind, of course, the assurance by National Chairman Hall and other Eisenhower conferees that he will run again, although they deny that it is based on anything the President ha told them. Is Ike in on the game, too." Answer: I think that the Republican strategists' game is quite obvious. With the exception of a few members of the right wing, all want him to run because they believe that he is their only guarantee of victory next year. Meanwhile, they want him to delay any decision for as long as possible for two reasons. Americans Regard Peace as Big Issue The appeal to keep foreign policy out of politics is a pretty hardy perennial but it isn't likely tq do very well in the developing presidential campaign. As everyone knows, the "outs" have got to have an issue unless they have an overwhelming advantage in the matter of candidate personalities. The Democrats, currently the "outs," have been searching for the issue that would tell. Their early luck wasn't too good, but now the public opinion polls have come along to give them a cue. They show that by a ratio of about 5 to 1 the American people regard peace and related foreign policy questions as the overriding issue before this country. They may, of course, change their minds before the 1956 campaign waxes hot. But right now peace, farm problems or taxes or anything else, is what interests the average voter. The Democrats obviously are only too happy to take up the subject. Many still smart from the heavy attacks Republicans delivered against them on foreign policy in former years. Others genuinely believe the GOP has done a very bad job in the field yet has managed to put a good e face on it all. The Democratic task is not easy. They must begin by acknowledging that there is an absence of shooting, a condition many people equate quite simply with the word "peace." But they must try to suggest that this condition is in peril, that it stands on a shaky foundation. his effort the leading Democrats have undertaken. Adlai Stevenson, avowed now? The second and more important reason, from a practical squabble over standpoint, is to prevent an intra-Part- y candidates for the nomination, if Ike decides not to stand. Nobody will dare to announce his ambition or to enter early Presidential primaries, so long as President Eisenhower wihholds his 1956 intentions. Another factor in this game, in my to is pave the way for the nomination of Vice opinion, President Nixon. In view of the publicity and prestige he has enjoyed since Ike's illness, it would be difficult for any rival to overhaul him in the short period between March and the August convention. hide-and-se- ek NIXON GAINING GROUND Many prominent Republicans question Nixon's "electability" because of his supposed lack of appeal to labor, farmers and independents. But recent polls show him to be gaining ground on other possibilities, including Chief Justice Earl Warren. If Ike believe he will, the youngish backs Nixon, and is almost a certainty for first prize. I do not thing Eisenhower believes that ht is playing a crafty or deceptive game in all this maneuvering. But he is, even though indirectly, a party to it. However, I think that he honestly does not know now whether he wants another term, even if he gets medical clearance. J CaH-forni- an "Was the recent White House Conference on Education a success?" asks M. I., of Troy, N. Y., who is obviously an educator in that city. Answer: I do not think that the Conference's decisions and findings justified all the advertising it received, or the time and trouble and expense devoted to it. They reached conclusions which were obvious namely, that we need more schools, more and better teachers. And, of course, as was also known beforehand, the only remedy for those problems is more money. ADVANTAGES OF EDUCATION CONFERENCE The Conference did have certain collateral advantages, however. It stirred greater interest in the national aspects of the educational question. And this evidence of widespread concern has apparently forced the Administration to agree to appropriate more money for a school construction program. Perhaps the most important conclusion was that, despite the need for more Federal aid, the question of educating our children is one for the local communities, including sometimes indifferent parents, to solve).
