William Doherty, a past president of the National Council on Family Relations and participant in the new center, said BYU is well fitted for the role theyH play. "It'd be hard to think of any university better equipped," Doherty said. "Over the last 20 years many academic researchers moved away from marriage. BYU never did." Other academic homes for the national center will include Doherty's University of Minnesota Syracuse University, Texas Tech University and Norfolk State University. The National Council on Family Relations will act as the main administrative hub for the center, and Child Trends, a renonprofit, search group in Washington, D.C, will do the center's policy and public affairs work. The grant proposal for the center, written by Hawkins, was one of 15 received by the Administration for Children and Families in response to a call in April for proposals for a healthy marriage center. Horn said both the geographic distribution and the range of expertise attracted him to Hawkins' proposal. "Each of these hubs (is) responsible for a major part of what we felt this center should do," he said Horn said the creation of the center, the first of its kind, is more of a statement of the need to improve the quality of marriage than to endorse or oppose certain types of marriage. "The president feels strongly that as a piece of what we do, we ought to help couples who choose marriage for themselves have greater access to marriage education services on a voluntary basis," he said. "If you're talking about the gay marriage that's an important debate debate to have, but the healthy marriage resource center is not a forum for that debate."
