Poivcrs Will Protest Against Restriction on Rights of Investors in Mexico, recent Carranza decree prohihlting foreign stockholders In Mexican corporations from claiming the protection of their home government was not retroactive, served to relievo in a measure the feeling of apprecexision created here hy earlier reports. Mr. Rodgers reported that the decree was intended to apply to corporations hereafter formed nnd apparently it will not affect the existing hig American and other foreign oil and mining companies. Thus department officials see no urgent necessity for Immediate protest. They indicated, however, that the United States government Is by no means prepared to submit quietly to the creation of any such precedent as is involved in the new decree.
