The Legislative Council, which sifts some of the ideas recommendations, and makes has been busy. Thus far, the items given publicity in the dail ies indicate that the council is not sponsoring a bill this year on With metropolitan consolidation. Such a bill will undoubtedly be introduced and must be defeated, but it should help if it doesn't li m e I'lnmril snonsorshii). of The proposed overhauling the justice of the peace system has also proved to be a hot po lato and is being held over for further study." This is just another scheme to take authority from the county towns and con centrate it m the hands of the big city. Ku we can' rela. There wll be the usual quota of crackpot bills and the traditional introduced, attempts to catch us asleep and swipe some more of our freedoms and prerogatives. Mid shoppers vale had to stumble over side walk barricades again this week. Crews of the gas company were back digging out their blacktop patches, which the council refused to accept, and laying concrete. We don't know how the council feels, but we think it would be a mistake to accept this patch job, too. in Christmas Garbage (Continued from page 1) as well as others which are familiar, is a vivid demonstration that the county cannot and will not conduct the proposed dump at Draper in a manner winch will not be objectionable and which will be in accordance with accepted standards of health and sanitation. "Below are summaries from the reports of Clyde C. Kennedy prepared in 193U (relating to a proposed sewage disposal plant in South Salt Lake County) and Bureau of Mines Bulletin 251 prepared in the 1920s, (relating to in Salt Lake County). This material, though dealing with slightly different smoke-abateme- subjects, indicates that the nuisance which would result from the garbage dump at this site might possibly affect persons several miles removed from the precise point. IFOR before establishing a probable nuisance so near South Salt Lake County communities is so obvious that it should not even require comment. Such studies have not been conducted, however, and it is obvious that they cannot be conducted prior to Dee. 28. The results of these reports, as pertaining to the present situation, may be summarized as follows: "1. The high mountains surrounding Salt Lake Valley result m an unique atmosphere condition which requires extreme cau tion in dealing with such factors as smoke, or odors, which would be produced by a garbage dump. "2. Low velocity prevailing winds in Salt Lake County are capable of dissipating odors and smoke over a broad area, but they would not carry these elements out of the valley as fast as they are produced, thus re lating in a nuisance. "3. At Midvale. a point only several miles distant, the wind south direction is through the lu months from April to January and from the north two during the months, but the prevailing winds are from south or southeast dur- generally remaining ing approximately one-hal- of each 24 hour period and in the opposite direction during the remaining one half (thus broad areas in each direction would be affected). "4. The Salt Lake County water table is very high (often only a few feet below the ground) and contains a high concentration of mineral salts, particularly sulphates. These sulphates produce excessive quantities of hydrogen sulphide when placed in combination with animal wastes, and it is this condition that is the principal source of sewage odors. (This point is particularly important because of the fact that the proposed site is in a ravine which contains a natural water course, which empties into the Galena Canal and eventually the Jordan River. It is therefore probable that both of thes bodies of water could be contaminated by both the natural water and the ground water which would be expected to flow into the dumps. This condition does not exist at the Crescent dump.) "5. In 1939 the waters of the Jordan River alrcadv carried an obvious pollution load which was a health hazard to the homes etc situated along the stream and an impediment to the eventual d velopment and beaulification of that area. of wastes "6. The disposal (from the proposed South Salt Lake sewage plant) into an irri gation ditch running West alon the south side of 2100 South St., and in front of a number of res idences in that area, where it would be diverted for irrigation of truck gardens, would result in 'a potential health menace and certain to create an odor nuisance along the line of the ditch.' "7. The most efficient alterna tive, in the case of sewage disposal, would be an attempt lo combine the efforts of Salt Lake City. Salt Lake County, and the pen Mouse MIDVALE Has A New Business $20. FOR U.S. No. 1 other municipalities in this area, (l'erhaps this alternative should be pursued in relation to the garbage disposal problem.) "The above information is ap parently the only scientific lnlor mation which has been provided and indicates that the proposed fjarbage dump would be a nuisance and a menace to the health of all of the people surrounding tis area, including the towns of Hluffdale. Kiverton, South Jordan. Crescent, and Draper, as well as the inmates of the Utah State Prison. It is further possible that residents of cities and towns even further removed, such as those in Sandy, Midvale, and possibly even Salt Lake City, would be subjected to possible contamination. There must, of course, be a system of Kai'bac disposal. If ihc present antiquated system is lo be followed, however, there are possible sites elsewhere in the valley which are not in such near proximity to residential areas. Also, more advanced methods of Karbae disposal can, and should, be considered." i ..Aft.
