Show NEWS add IFre b ps WASHINGTON (AFNS) The Air Force hopes to retrain approximately 2,900 career NCOs in fiscal 1992 under a three-phas- e program which began July 25, military personnel officials said. The fiscal 1992 NCO Retraining Program is driven primarily by the drawdown in forces as well as the retirement of certain weapons systems from the Air Force inventory. The alternative to retraining is to separate Aug. 2, 1991 res v if that skill has shortages and the applicant qualifies. NCOs may volunteer for retraining as they learn that in various skills, the surplus of NCOs will lead to some NCOs performing duties normally assigned to lower grade airmen. In conjunction with the program, the Air Force has created a new assignments incentive for people retraining out of seriously overmanned career fields. Aircraft maintenance NCOs volunteering to retrain may be eligible for a base of choice assigntour. Additionally, some retrainees may become eligible for a selective bonus if moving into a skill paying a Zone B bonus. Phase two is scheduled from Aug. 16 to Sept. 16. Finally, if necessary to meet program goals, NCOs will be retrained out of skills where there are still significant overages. Overage NCOs holding a second or third Air Force specialty code will be identified with a present and forecasted shortage, in-pla- paying this bonus to new retrainees. To qualify, retrainees must be awarded a level in the new AFSC and before complet10 ing years of active service. Retraining can also have a positive effect on proill re-enli- st motions, officials said. Skills experiencing chronic critical shortages of NCOs normally have a higher promotion selection rate. There are 14 such skills that receive promotions at a rate of 1.2 times higher than other skills. Retraining-irequirements vary by skill and grade. By offering incentives for voluntary retraining, the Air Force hopes to avoid any involuntary retraining, officials said. People in overage skills who want to retrain have the chance to do so.
