The criteria defining separation pay for those people involuntarily separated on or after Nov. 5 now includes a minimum of six years of active service or five years as a regular officer, an honorable or general discharge and an agreement in writing to serve in the ready reserve for at least three years. Air Force personnel officials said. The type and characterization of a member's discharge determines the payment level full, half, or none to which the person is entitled. The formula for full payment is 10 percent of 12 times the individual's final month's basic pay, times years of service. Half payment is one half the full payment In a separate action, Defense Secretary Dick Cheney has proposed a voluntary separation incentive to assist the services in meeting its fiscal 1992-199end strength goals. The proposal would reduce the number of involuntary separations that will otherwise be required during the next four years to reach personnel targets. The plan would authorize DOD to offer financial incentives to enlisted and officers with more than six but less than 20 years of military service who volunteer to separate from active duty. Currently, the Air Force pays no retirement benefits to those who leave the service before 20 years. For those eligible, the incentive pay would be equal to 2.5 percent of annual base pay multiplied by the member's years of service. Incentive payments would be made in equal annual installments for a period equal to twice the number of years of service of the member. Involuntary separation pay is based on the full separation pay formula for only those separating under high year of tenure limits or a reduction in force. For example, those s who must leave the service during August and September under the new high year of tenure rules will receive full separation pay. As of Wednesday, tenure is limited to 10 years 5 rate. The new criteria also eliminates the $30,000 payment cap and allows the appropriate formula to determine the payment amount, officials said. The 1991 Defense Authorization Bill established separation pay for enlisted people and changed the criteria for officers who had previously received separation pay under a different set of guidelines. The policy outlining the specific payment level criteria was announced by the Defense Department June 20, and specifies that people not meeting all of the new basic conditions are ineligible for any separation pay. Wednesday, local personnel offices became responsible for doing the separations paperwork that helps people get their pay at accounting and finance. Prior to that, the Air Force Military Personnel Center was liable for all matters involving separation pay. Numerous other benefits were approved to help people who leave government service. These include health care, extended exchange and commissary privileges, extended residence, in government quarters under certain conditions and nonappropriated fund position hiring preference. Over the next four years, the military will shrink from just more than 2 million to 1.65 million at the end of fiscal 1995. Defense officials said a large part of the cuts can be accomplished by normal attrition and through reductions in the number of recruits, but some of the reduction will have to be made through involuntary separations. The incentive pay proposal for those who leave the service voluntarily with less than 20 years in uniform includes no medical, commissary or travel benefits and is not intended to be associated with e a retirement plan.
