Masko Air Force News Service WASHINGTON Despite the fact that a recent poll indicates that some Americans think the war with Iraq was ended too soon, Defense Secretary Dick Cheney said it was the right thing to do, given the circumstances, and agreeing to a formal ceasefire was not a mistake. "The question about whether or not we ought to go on to Baghdad.. .get U.S. military forces involved in the conflict inside Iraq has been raised," Secretary Cheney told a business group in Washington April 9. "We've thought about it, and we've rejected it. And I think properly so. "1 think it's just as important to know when not to use military force, as it is when to use military force. And I think in this case, the president clearly made the right decision." In his assessment of the war, allied commander Gen. H. Norman Schwarzkopf said coalition forces could have completely closed the door and made it a battle of annihilation if the ground offensive r mark. against Iraq had continued past the "I mean we had them in a rout and we could have continued to, you know, wreak great destruction upon them," General Schwarzkopf said on the Public Broadcasting Service last month. Although there was controversy after the general made public his recommendation to continue the march into Iraq, it was later cleared up when he apologized to President Bush. He said he had agreed with both Secretary Cheney and Gen. It's only been six weeks since the war against Iraq ended, but it is already unique in the annals of air and ground combat. The flight of many of Iraq's best aircraft to Iran, and the strategic bombing of Iraq's war production facilities and transportation network achieved an unprecedented victory over a foe which could no longer fight back a week after the ground campaign kicked off. Secretary Cheney and other senior administration officials believe that using force to oust Saddam Hussein and commit troops on the side of the Iraqi rebels would have been a bad idea. "I think to have American military forces engaged in a civil war inside Iraq would fit the definition of a quagmire," Secretary Cheney said. "We have ab fashion." The administration has also made it clear that it would be happy to see Saddam Hussein gone and some other government in place. Before and after the gulf war. President Bush said America's objective was to liberate Kuwait and get rid of Iraq's offensive capabilities. Now with that mission accomplished, the administration is using diplomatic efforts, sanctions and international cooperation to try and move forward in bringing more stability to that region. "1 think the role combat role for the U.S. military prided once we had achieved those original set of objectives," Secretary Cheney said. "We knew what we were suppose to do. that was liberate Kuwait." Moreover, if the allies did send forces into Iraq, they would clearly suffer additional casualties, and there was a concern about the psychological impact more killing would have had on American troops. There has also been some suggestions that the United States leave behind a permanent presence on the ground. But, in general, the Pentagon has resisted that idea. And while there may be some kind of a U.S. military presence in the region, it is not clear yet exactly what size that will be. "But it will be similar to the kind of thing we do in Europe where we leave behind enough equipment that we can man a division. Other things we are likely to do would be more aggressive joint exercises and training with our friends in the region." Currently, the Pentagon is bringing home an average of about 5,000 people a day.
