Regarding your reference to the requirement that the government own an available building site: A few years ago the Milford City .Council offered the Federal Government a building- site, but the offer was refused at the time because we were told the government could not accept such real estate unless and until they were prepared to go ahead with the building program. The present City Council at its regular meeting Dec. 6th reaffirmed the offer and is ready to execute a deed to a building site at any time the Federal Government will accept it I'm sure an investigation of the facilities for handling the mail iii Milford would place us up at the top of the list so far as need is concerned. And at the time the present lease was negotiated, some seven years ago, a Milford group was given assurance by the Post Office authorities that the lease "would not retard construction - t -- of a post office at Milford as soon as funds are made avail- able." I'm sure. Senator Watkins, that you'll follow through on the request for consideration of a Milford Post Office building, as soon as it seems probable that the approved building might be constructed. This legislation makes it possible for the Federal Government to acquire needed buildings on a purchase contract, much as you and I pay for a home. Unfortunately for Utah, the original requirements of the Post Office Department for projects during fiscal year, when the 1854-5- 5 only limited funds were made available, included a provuion that a site be already available tor the recommended projects. Al of the Utah projects, except Moab's, require acquisition of both site and building. One reason, apparently, that the Moab project was expedited by the Post Office Department was that space is available on a Federal building site there. I am presently endeavoring to effect the transfer of this site from the Forest Service to the General Services Administration, in order that this project can be eligible for the coming fiscal year, if the site requirement is maintained. Another factor, of course, is that postal recetlpts in Moab have Increased nearly from 1833 to 1053, and in 1953 totaled $1,000 more than the Milford receipts, which only doubled in the same period. How long the site . requirement will continue to be a stumbling block for such projects is something that hasn't yet been determined.' I feel that this program will be liberalized, but Inasmuch as approvals are required from the Post Office Department, the G S A, and the House and Senate Public Works Committees, it is likely that there will be no announcements of policy until after the first of the year.
