Show Free Press - Wednesday, August 9, 1995 - Page 5 Group hopes to head off Traverse Mtn. development By KAY SCHROEPPEL A year ago, keeping development off of Traverse Mountain seemed a near impossible task. Micron update Today, Planning and Zoning officials asked Blaine Comer, an engineer with Versar, about the potential distribution of the $35 in improvements to Lehi infrastructure that would be made in connection with the Micron Technology project. Comer gave the following estimated breakdown: $11 million for power improvements, including two new substations and improvements in lines from Camp Williams and 90th South in Salt Lake. $5 in improvements to the water system. $4 in road improvements, with a significant amount dedicated to , $2 in improvements to the sewer system, including a line through the heart of town. $1.5 million to purchase water rights; "The city of Lehi will get a major boost," said Comer, also explaining that the city is currently negotiating the interest rate, which may be as low as three or four percent. SR-9- it's a possibility that Larry Brown is cautiously optimistic about. "At least we're in the game of now," said Brown the Traverse Mountain National Park Committee. "And we've got a chance. Last year, Pro Terra highly publicized their intent to put 4400 homes on the mountain diyiding the Utah and Salt Lake Counties along with a hotel, a golf course, an equestrian center and areas zoned for commercial development among other things. They called 2. their project Centennial. Last summer, citizens living in North Utah County tried to organize to stop the development, but couldn't seem to come up with a viable option.. .until Draper Thanksgiving Point update City Engineer Lorin Powell informed the Planning and Zoning Commission that the developers of Thanksgiving Point were "anxious to annex into the city" due to problems with Utah County relating to height restrictions. Powell suggested that the city consider annexing all of the 450-plu- s acres instead of just a front portion that had been planned. The project may include an golf course, a hotel, a restaurant and a farmer's market. Developers Alan and Karen Ashton were expected to have made a presentation to the Lehi City Council last night (Tuesday) for their approval. Councilman Claire Huff made a proposal at a meeting in April with several North Utah County cities. Huff proposed that the cities unite with Draper to form a special service district to levy a tax for recreation. The monies could then be used to buy all land over 5200 feet elevation on Traverse Mountain and preserve it in its natural state. A committee was formed with representatives from the six cities near Traverse Mountain: Draper, Lehi, Highland, Alpine, American Fork fend Pleasant Grove. Brown of Alpine and Dr. Liz Blackwell of Highland were chosen to ir the committee. For the past few months, they have been working hard to make Huffs proposal a reality. They have made friends in high places. "Governor Leavitt is aware of our project," said Brown, "and is interested in it personally." Interstate Plaza update of Consolidate Realty Group, developers a five-lcommercial subdivision on the east side of Interstate 15, received cautious approval from the Planning and Zoning Commission for their project, which could bring a hotel, a restaurant and two fast ot m outlets to Lehi. Engineer Blaine Comer said that there were still 12 unmet stipulations regarding the request but said that they were minor and that Jim Child had been "responsive" to the stipulations. The four commission members in attendance approved the development, provided that Consolidated could finalize the stipulations before the next City Council meeting on Aug. 8. food ties. Stated by the mayor as only a revising process to comply with guidelines set by the IRS, the new ordinance hired two new people to fill the jobs previously carried out by the contractual temporarily- - fired employees. Only four positions were held by the contracts clerk, treasurer and utility biller, water, and parks and cemetery. The town clerk, Virginia Cook has held her position longer than any governmental officer and has been working for the city for 27 years. Of those 27 years, she was also the city treasurer until July of 1994. At that time the treasurer responsibility was transferred to Marie Cook who was the utilities billing clerk. She was a contractual employee to the city for three years. During that time she computerized and helped organize the billing process for the city. Her last year as the trea- surer went unpaid until the last council meeting when her bill for her work was accepted and paid. Review of the bills, a business item usually taken care of towards the beginning of the city council meeting, was held as one of the last items of business. The had to wait through two hours of Forest Services closes Hanging Rock site Hanging Rock picnic area and parking lot in American Fork Canyon were closed to public use beginning Aug. 3, said Loyal Clark, Uinta National Forest spokesperson. Peter W. Karp, forest supervisor the Uinta National Forest, issued the order as the result of two fatal accidents in the picnic area in the past year. The order said the closure is fijrjmblic safety. " "We will be removing the grass, barbecue grills, parking lot and other equipment," Clark said of the action. The area will then be rehabilitated as a natural area. Rodrigo Figueroa, 13, Roy, was killed July 29 a rock, dislodged by the wind, struck him as he was playing in the American Fork river. He died at the American Fork Hospital shortly after. Holton of E. Elizabeth California was killed in July of last year when a rock dislodged by hikers above her came down as she set on ' river in the same area. Clark said the forest service has heard "through the grapevine" that other individuals have been injured by falling rocks but the injuries hadn't been serious. time forest service Long employees say the area has been used as a campground and picnic area for at least the past 30 years and until this past year, they don't recall any serious problems before last year. Clark said after Holton was killed, a pine log barrier was put up along side the river with a sign on it cautioning of falling rock and a gate leading to the area has been locked when the area is being cleaned and maintained, but "people persist in climbing under and going over or around" the barriers. Clark said hazards are not just in the area of Hanging Rock but throughout the canyon and asked visitors to "take responsibility for by the ed CF employees The new city treasurer and utility billing clerk for Cedar Fort is Joy Newkirk. At, first the councilmembers wanted to table her bill for further review. The discrepancy began when the city couldn't decide how much to pay for the position of treasurer alone and in an effort to help the city reach a decision Cook had recorded her hours as treasurer and submitted a spreadsheet to them in February. Councilman Bart Berry felt the amount requested was not enough and wanted to come up with his own figure. While the mayor stated he wanted the bill on the agenda, it was pointed out that it was a bill and not subject to the agenda par se. The bill for the contractual work for one year totaled less than $1500. After a motion by Councilman Orson McKinney and a second by Bart Berry to accept the bills to be paid as given and with a vote of thanks to Cook, the vote was in favor except for the abstaining of the mayor. A motion was later made to rescind the previous motion and the mayor also moved to accept the bills as posted including Cook's treasurer bill. The motion was seconded by McKinney and passed unanimously. Forming a special service district as Huff proposed may be difficult since state law does not currently allow for two counties t(f form one district, but Brown said . there is another option. "We may just persuade the two counties to each form their owtf. land conservation districts," said Brown. "The law does allow for an inter-locagreement betweeij those two districts to jointly pur chase the Traverse Mountain that straddles both counties."
