Upon hearing the clarification, Rockwell said, "We'll do it." Later in the meeting, Rockwell informed the council that preliminary work had been completed on the project to replace windows in the old Fifth Ward building and that a $2,500 matching funds grant would allow them to start work. He also said that Dave Holmes of High Country Glass in Lehi had been able to find the type of glass that would match the existing windows, a requirement of the state Historic Society. Carlton said he felt that "there is already waste in government" and questioned the action of replacing the fact that insurance that might have covered damage to the building had been canceled, according to sources from the former administration. Blaine Thomas then asked to address the council, and said that even if the city had had insurance, adeductiblemight nothave covered the damages. He went on to say that he has seen other vacated church buildings that are now in deplorable conditions, and that renovations costs exceed the cost of building a new building several times the windows if the city would tear down the building in the near future. Rockwell presented pages of petition signatures voicing support of preserving the building. "We have to look at the broader picture," said Councilmember Reed Sunderland, who told Rockwell the city is "strapped" for money. He went on to suggest that the people who signed the petition each put $600 in a fund to pay for the necessary renovation, particularly since the council is supporting the completion of the museum project at this time. "I'm not going to ask you for money," said Rockwell, who also added that the Commission agrees with the concept of one project at a time. "I'm only asking that you leave the building alone until the Memorial Building project is completed." He also reminded the council of to dissolve you?" asked Russon.
