The former superintendent of the training school and current director of the State Division of Mental Retardation revealed earlier this week that about 740 training school patients were sterilized over the last four and a half decades. Nearly half of the involuntary tubal ligations, vasectomies, or hysterectomies were performed in the 1940s. None have been done over the last five years, but Sagers says the need will still present itself from time to time. "There are a few at the training school we could have a hearing on," he told The CitizenFree Press. "But there just hasn't been as great a need since 1974," when the last sterilization took place. "Most of the people who might have been placed outside of the institution and run the risk of becoming parents have already been placed and the proceedings already taken place." Rather than having this situation, we would probably go through the sterilization .process." he said. "There are a good number of these where a mentally retarded individual is promiscuous and is a threat to other children at home, so his own parents would seek out the sterilization of their child," Sagers continued. Paul Tinker, assistant stale attorney general, said public safety must be threatened before a sterilization operation can be ordered. Sagers says the Utah law "protects the people very well" from any abuses and "is a model for others to follow ." He continued, "We would have a medical, psychology and social team review any recommendation before would file a petition in court for an operation." With the proposed expansion of group homes for the menially retarded and new freedom which comes wilh such alternative living conditions, more sterilizations might actually be ex fate I 11 IfD and protein other essential nutrients into such a compact form. Few other foods pack so much peeled. Sagers, however, does not feel there will be a great difference. "My own daughter is in a group home and is mildly retarded. We haven't considered having her sterilized, but she isn't promiscuous. Similarly, most of (he people we would be placing in these group homes would not be promiscuous. For many, many of the group homes, this would not even be a factor to consider," he said. On (he other hand, failure to seek slerili.alion when evidence suggests its need mighl lead to an even more difficult and moral question - aborlion. He gave some examples of the problems he and his staff confronted. "Let's assume we're going to place a young woman outside of the institution. She's 25 years of age but has a menial age of 8 or 9. We're placing her in an alternative living arrangement, a group home. If she's already had a history of promiscuity, in order to avert her becoming pregnant and having the problems of being a mother, we would go through the sterilization process," Sagers explained. "I'm thinking of a couple right now. The young man, 34, and the young woman, 30, are in love. The man has a mental age of 9 and the woman has a mental age of, say, 10. "They're in love and they've gone through a sheltered workshop program. They could probably go out and work al the Deseret Industries and make a reasonable living, but if the young woman got pregnant, what would be the fate of the marriage, what would be (he Background Music an incredible sixty cents a pound when large eggs par- tf U cost ninety cents a dozen.
