Ml Dear Citizens: Last Friday night we were honored to attend The Freemen Institute's National Headquarters grand opening program. It was the most patriotic program I've been to. There were almost 700 people there representing 15 states. Their goal is to educate the American people to the Constitution of the United States and then for them to vote for those persons who will vote constitutional. Their goal is to be in 50 states before this November election. An earlier foundation study noted that Utah completed the first round of a statewide property is a tabulation showing the average property tax level in Utah during the past decade: revaluation program last year. When this program was launched ten years ago, it was hoped that it would bring about greater assessment uniformity. Rising inflation in property values, however, has destroyed much of the assessment uniformity brought about by the revaluation program. It is hoped that legislative changes enacted in 1979 will gradually correct these inequities as the state proceeds into the second round of the revaluation program. Although property taxes have risen in Utah during the past decade, they are representing a steadily declining proportion of market value. It is forcing the people of our country against the wall and reducing the United States to a second class power. Two hours and 52 minutes of every work day goes to pay federal, state and local taxes. That is 36 percent of an average working day. It is too high a price to pay for government services. But at last our elected representatives in Washington have opened their ears to the agony of an overtaxed people who have seen their lifestyle eaten up by the monster of inflation and red-in- k government spending. We now have the chance to do something about it. Within the next few months, Congress will vote on balancing the 1981 budget and limiting federal spending. Now is the time to contact our representatives and senators to ask them to support these long overdue and needed steps. It won't be easy for any of us to bite the bullet. But bite it we must. Everyone has his pet program, the one which benefits him the most, but it is time for all of us to get back to the age-ol- d idea of taking care of our own problems with more personal responsibility and less government. groups who want to protect Congress is under pressure from special-interetheir own piece of the action. Unless Congress sees that there is grassroot support for cutting spending and fighting inflation, they won't act. The federal budget must be balanced now, before it is too late! At the same time, a tough spending limit must be imposed. It is not just enough to balance the budget. It is only the first step. The second, and most important, is to begin a planned reduction in federal spending. Mr. Carter is making a mistake by trying to balance the budget through increased taxation instead of reduced federal spending. It is time for the people of this country to quit talking about the need to balance the federal budget and the need to fight inflation and start doing something about State, Local Taxes May Soar With End Of 'Sharing' Since establishment of the federal and administration that are attached to revenue sharing program in 1972, all most of the categorical federal aid local units in Utah County have programs. According to the report, the average property tax load on a 150,000 home in Utah could range all the way from $147 in Daggett County to $668 in Riverton, which is located in Salt Lake County. This wide variation in the property tax burden on comparable properties is the result of differences in tax rates and in assessment levels in the various sections of the state. Both of these factors are equally important in determining the tax burden on specific properties. An analysis by the foundation of tax rates throughout Utah shows that the 1979 total levies ranged from 29.36 mils ($29.36 per $1,000 assessed valuation) in some unincorporated areas of Sanpete County to a high of 99.02 mils in one section of Ogden City.
