Show The Daily Utah Chronicle - Page Six Friday, April 3, 1992 Stewart ad was a big joke Editor: Ted e Stewart's advertisement in the March 31 edition of the Chronicle entitled "Wayne Owens, Resign" either full-pag- appeared one day ahead of schedule, or Mr. Stewart holds a low opinion of the intelligence of University of Utah students. An examination of the charges Stewart is attempting to raise demonstrates that he is attempting to sway unsophisticated voters with distorted political double-talAn active proponent of campaign reform, Wayne Owens introduced a measure in 1989 that would extend the terms of members of the House of Representatives to four years. This legislation would allow congressmen to devote more time to their k. constitutents and less time to campaigning. But there was a hitch; the U.S. Senate whose members hold terms. Under the current system, a member of the House who runs against a sitting Senator must give up his House seat if he loses. This discourages House members from challenging entrenched senators and six-ye- leads to uncompetitive often if they lost. Fearful that Owens' legislation would threaten their ar elections. But if House terms were extended to four years, members of the House could run against sitting senators two years after their last election and retain their House seats incumbency, members of the Senate advised him that they would not even consider his bill unless he added a provision requiring House members to resign their seats before running for the Senate. Owens did so, and it is this added language which Stewart has taken out of context in his extravagant advertisement. Unfortunately, even with that added language, Owens' bill has not yet passed. Thus, if he loses his race for the Senate, he will, of course, lose his seat in the House. So why should he resign? Mr. Stewart, I think most students want to hear candidates discuss real issues. The negativity of your campaign thus far provides further evidence that our country needs campaign reforms of the type Wayne Owens has been pushing for years.
