On May 17, 1977, petitions were filed with the Labor Department on behalf of workers and former workers at the U and I factory in Garland, the firm's general offices in Salt Lake City and firm's creased from FY (fiscal year) 1975 to FY 1976, and that the workers at the Salt Lake City general offices are engaged in employment related to the entire operation of the corporation and not specifically to the production and sale of sugar. Both the West Jordan and Salt Lake City workers are, therefore, eligible to apply for adjustment assistance. The Labor Department's certification provides that all workers at the Garland plant who became totally or Distribution Terminal in West Jordan. A subsequent investigation by the Labor Department revealed from, partially-separate- d employment on or after May 6, 1976, are eligible to apply for adjustment assistance under the Trade Act of 1974. Assistance to workers under the Trade Act include cash trade readjustment allowances, training, testing, counseling, job placement, job search grants, and relocation allowances. The cash trade adjustment allowances amount to 70 percent of a worker's average weekly wage, not to exceed the national average weekly manufacturing wage, for up to 52 weeks.
