First Security Bank Corp. will receive $149,603 of Box Elder County's payment-in-lie- u of taxes money after offering the highest productive interest rate. County Treasurer Glen Fife had sought quotes from all lending institutions in the county with an eye towards investing enough county money to pay off a $275,000 balloon payment due on the county nursing home in Tremonton in May 1985. First Security Bank offered to pay 8.20 paid by inspection fees. Commissioners said the fee will be required only on residential and commercial structures intended to house humans. No fees are required on barns, fences and other such structures. By paying the fee, the builder will finance a number of inspections of the project by the new inspector. How many? "Whatever inspections are necessary to insure that the building conforms to the building codes," Commissioner Don Chase indicated. Chase said the inspector would work d to anywhere from of a week depending on build- period. Commissioners will invest enough money to produce sufficient interest to yield the total balloon .payment by 1985. In other action commissioners indicated they have a new building inspector waiting in the wings. Commissioners indicated they will implement a mandatory building inspection procedure once the necessary legal ordinances are drafted by the county attorney. A former inspector for a municipality with about 20 years experience and a knowledge of national building codes is prepared to accept the job, commissioners said. One change which the ordinance will accomplish will be to replace the present flat $10 building fee with a graduated fee based on the cost of the percent interest compounded quarterly. Tremonton Branch Logan Savings and Loan had offered 8.25 percent interest but with interest compounded annually. Box Elder County bank offered 8 percent on the same basis. The treasurer said by accepting the First Security offer the county would save about $2,000 over the investment one-four- th one-thir- ing activity. On another note, commissioners took under advisement a request for a beer license for a Maverick Station near Willard operated by the Flying J Oil Co. Fluorescent antibody and animal inoculation tests were both positive. The skunk was found attached to the leg of a domestic goat. The goat and several puppies suspected of being exposed, were destroyed. This is the first case of rabies in a skunk reported in Utah since 1971. Ill or strange acting skunks are dangerous and should be avoided. Holt urged interested citizens to get involved in the process. He added that they have "got to stay with us to the end... When we start making proposals if they're not there to voice their opposition.. .we have no alternative but to send them thru." The plan would also need yearly updating, Holt acknowledged. "One of the things we can see already," he said, "...is that waters in the Bear River system need more intensive monitoring than they're getting." Box Elder County will get $12,000 of the grant to retain Millard Planning Associates of Salt Lake City. They will map land ownership and use and determine soil capabilities as related to water quality, Holt explained. Some $400 million has been appropriated by the US Congress to be filtered to farmers and others on a cost sharing basis to help implement 208 plan recommendations. President Carter has recommended that Soil Conservation Districts be the units for administering the money. A bill will be entered in the next state legislature to implement that recommendation in Utah. One question many farmers ultimately ask is what kind of teeth will soil conservation districts be given to enforce 208 recommendations?
