Show mm mmmv City Finances Get Clean Bill Tremonton City finances received a clean bill of health in an annual audit. The audit revealed an unappropriated surplus of $94,941 in the general fund, although $32,960 of that is encumbered, according to city recorder, Jay Hirschi. Of the remainder, $42,212 was carried over from the 1977 budget and budgeted in the fiscal 1978 year budget. Hirschi said only $42,212 was carried over and budgeted because at the time the new budget was created back in June, the audit had not yet revealed just how large the surplus would be. Primary reason for the surplus, the recorder indicated, is a increase in federal Revenue Sharing, federal wage supplements and a quarter-cen-t sales tax. Hirschi said the city only budgeted $14,075 in Revenue Sharing in 1977 half the amount received the prior year because the program was due to unless renewed by expire at mid-yethe U. S. Congress. It was renewed and the city eventually received a whopping $53,671 for the year. The audit, conducted by Johnson, Costley and Littrell of Ogden, also shows that the city has a "hospital reserve" of $156,753. That money is sales tax. generated by a half-ceTremonton must annually turn over, roughly, $86,000 out of the fund to help retire bonds sold by the nine communities which banded together to construct the Bear River Valley Hospital. Two such payments have been made; one in April 1976 and the last in April 1977. The city is collecting approximately $150,000 a year in half-cesales tax revenue. $149,948 in half-cesales tax revenue was budgeted in the 1978 budget. M Effetto One question the audit has raised, which council members are aware of, is this: Can Tremonton City spend the half cent sales tax revenue which is in excess of their annual bond payment of about $86,000 plus a reserve which it is obligated to maintain? Some council members believe the answer is yes. The interlocal agreement formed to construct the hospital says all or the necessary portion of the half-cesales tax has to be contributed to repay the bonds. sales tax Meanwhile the half-cehas been put into a savings account to draw interest until the city decides what to do. Although the sewer disposal utility fund shows a deficit of $2,413 the water utility fund shows an earned surplus of $117,994 and the sewer utility fund shows an earned surplus of 16 SLICED What the audit doesn't show is that Tremonton has plenty of places to spend any and all of its surpluses. City voters will be asked to approve a $985,000 bond issue November 8, to water help finance a $1 million-plu- s works improvement. But the city must also come up with $50,000 out of its own coffers as well. The city is also obligated to come up with a 25 percent match to Environmental Protection Agency funds for the sewer treatment plant project which finally seems to be at the bidding stage. That sum totals about $240,000 for the city.
