Just because one might be constructed in Brigham doesn't necessarily mean one has to be built in the north end of the county. "They've got a different situation down there than us." What about teacher salaries? "I feel our. salary schedule is fair and equitable," he said. He has concern, though, about the distance between high and low salaries which keeps getting wider every year." Like many others, Scott feels there is a need for an accountability program to measure performance but, like many others, isn't sure what the actual program should consist of. "I've talked to quite a few teachers., and I'd say the majority are in favor of some kind of accountability program," the candidate observed. But he agreed with the comments of one teacher that the program would have to take into consideration many variables. "You can't expect a teacher to do as much when he has 30 kids in a class as when he has 25." On the subject of deciding bus routes, Scott feels the district needs to stick closely to an established policy, following state guidelines, unless a route is hazardous. One popular subject for school board candidates this year has been that of Title IX, the guideline which has put male and female on the same level. "I don't think we're going to have much problem here in our district," Scott said. "I'd just like to forget about it, more or less, if we could, but I don't know how we can operate without that federal money." Failure to comply could mean the withdrawal of federal ,.ii,. funds EDITOR'S NOTE: This is another in a series of articles outlining the views of candidates for state, county and school board offices. This week's article deals with the views of Wes Scott, candidate for school board from 2. Box Elder County has a good school system but it might be better, according to Wesley Scott, Fielding, candid- ate from precinct two for a school board post. . Scott, a farmer, feels vocational training is one area that needs more emphasis. "All studies they conduct show more demand for vocational training," he said. "For those who don't want to (go to college) as long as they learn basic skills, there's no sense taking a lot of those other subjects," he added. "They might as well learn a trade while in high school." On the subject of administrators, Scott also thinks a few things could be done. He doesn't speak with any malice, but gives the impression he would favor some new blood in the superintendency of the district. Supt. J. C. Haws, Scott said, "...has been there a long while. I feel like sometimes it's good to bring in fresh,' new ideas." "I feel like he's doing a much better job today than he did five years ago," Scott added. The candidate feels a superintendent is bound to lose some effectiveness through the years, "because of the pressure put on them." He's not in favor of firing the district leader, but suggested that he might be put "into another position in the district." One possible position which has been proposed is that of a district administrator, charged solely with financial affairs. But Scott said he'd want to study the proposal before such a position is created. On the subject of possible future building, Scott said he sees a need for swimming pools, if they can be had without going into debt. "I don't think we should even start a swimming pool before we get out of this bonded indebtedness," he added. Scott feels the district Budget-wisis pulling itself back into shape and that a deficit is being eliminated, gradually, but added, "I don't think it ever should ha ve got so far out of line. " Scott said he wasn't approached by any organized group to run for the board seat. And, he declared, he would have no problem deciding questions on their educational value rather than on geographic boundaries. His claim encompasses such decisions as whether Howell Way 21 60 22 23 24 25 26 27 61 61 58 52 55 Hi Our valley was a busy little place Saturday morning as hunters headed for the hills for the annual deer hunt. Scott said board morale is at a "low ebb" and blames part of it on "nitpicking." He cites board member Winston Benson's unwillingness to approve any current financial reports from Bear River High because auditors questioned one a few years ago. "If the auditors have passed on it, we ought to forget about it and go about the business of education," he added. , Should the question of revising boundaries between the two high schools ever come up again, Scott said the communities involved should e, Paid MAKING PREPARATIONS for the Gar law!
