Show An Editorial Opinion Conflict Is Resolved; Next Move THE RESIGNATIONS of Deloris Board Members Stokes and Ken Porritt-o- ne from the board of directors of Bear River State Bank and the other from the Box Elder County School -should resolve the alleged conflict of interest raised by Mr. Winston Benson of Brigham City, a third school board member. But apparently it hasn't. Board- Mr. Benson apparently disagrees and planned last night to raise "a couple" of issues which he still feels pertain to the conflict. County Attorney O.D. Lund said Monday he feels the two resignations have resolved the conflict to his satisfaction. ONE ISSUE which Mr. .Benson apparently planned to raise was the fact that Mr. Stokes still owns about five percent of the Bear River State Bank stock. When Mr. Benson first raised the conflict issue he cited Mr. Lund's responses to a series of questions he submitted to him as an indication that a conflict of interest did exist. But now he appears unwilling to accept Mr. Lund's opinion that the conflict has been resol- WE HAVE A tough time seeing how this involves Mr. Stokes or Mr. Porritt in a conflict. Perhaps Mr. Benson feels the two board members should not have taken part in the vote establishing the policy. If that be the case why doesn't he propose a new policy and let board members have another vote. We feel there would be no conflict on Mr. Stokes' part since he has acted to resolve it. ved. IT SEEMS TO US that one more or even a hundred more discussions of the conflict issue over the school board table will resolve nothing. If Mr. Benson feels grounds for a conflict of interest still exist, he should test it in court. The two board members in question have acted in good faith to resolve it. WE AGREE THAT public officials should live the letter of the law. It is unfortunate that the two board members found themselves in a questionable situation. But, they have now acted to resolve it. It should also be pointed out that the statute in question has never been tested in court. And, it should also be pointed out that Mr. Stokes or Mr. Porritt have, in the past, voted to insure that all banks in the county receive equal treatment. No one has shown that they have ever acted to favor Bear River State Bank over another bank. Apparently the law requires that the bank be punished be- -' cause two of its members are school board members. The law is the law and the conflict has been resolved. If that is Mr. Benson's sole motive he has accomplished it. The is up to him. next-mov- We can site a number of examples. Why was it necessary to pass the civil rights legislation of the 1960's. It was because a portion of the white society refused to believe that the phrase "ajj men are created equal" applied to black and red colored human beings as well as 'white. TK6 "result is that while the lav has benefited minorities it has saddled us all with restrictive laws that force us to do what we should have been willing to do freely. ANOTHER EXAMPLE is the Equal Rights Amendment to guarantee women the same rights as men. Unless you're a person so naive as to think that the term "all men" meant men literally, it's another case of trying to guarantee TITLE IX IS a case in point. While laudibly trying to insure that female students enjoy the same rights and advantages as male students it has opened the way for extremists to demand such things as coed PE classes and the elimination of boys' and girls' glee classes in favor of mixed glee classes. We don't question the right of women or men to an equal education in all its forms. But, we doubt if mixed PE classes is the type of thing womens' rights supporters had in mind. The result is that we have another law which forces us to do some things we should have been willing to do all along while making it possible for a small minority of extremists to force unreasonable and unwanted results on the (CP Star-Gaz- er woke Mon- day to a beautiful sunny Spring morning with just enough frost on the window to make your blood run fast. The radio was playing my favorite song and I rolled over to catch just five more minutes. The news came on and I half paid attention to a report that the Consumer Protection Agency had spent several hundred thousands of dollars doing a study which concluded in the end that a lot of secretaries hurt themselves in the office by tripping over waste baskets. That's the same agency that spent about a half million deciding that a lot of people fall and get hurt in.bath tubs because they're slippery. But it was too nice outside to worry about things back in the puzzle palace in O.C. After shaving and showering I headed for the breakfast table. Passing over a variety of cold cereals offering such culinary delights as ' kernals shaped like a variety of television monsters, I settled for one that looked like it wouldn't do anything more damaging to me than fill my stomach for a couple of hours. Since the box was new, I glanced over the instructions on the top that said "Pull on tab to open." Simple enough. I grabbed the tab but it was glued down. I finally pryed it loose with a knife after cutting myself and mortally wounding the box. With the tab grasped firmly in both hands I began to strain expecting the box to open along the seams like it was supposed to. I ended up with the entire cardboard lid and half the cereal box in my hands. But it was beautiful outside and I ignored the inconvenience. At work, I was still feeling good, when I was called on to box. open a small I was a little leary when I noted the instructions which read: "Push tab and tear along perforation." But, I figured the cereal box was a fluke. I pushed on the tab-a-nd pushed-a- nd pushed. Losing my composure I grabbed a nearby ballpeen hammer and savagely smashed the tab in so I could get my thumb in. Then I began to pull, expecting the box to open-li- ke it said it would-alo- ng the perforation. But it didn't. I strained and nothing happened. I think somebody just painted the perforations on the box top as a hoax. Now, 1 don't mind being outsmarted by a bag of sugar for instance. I've never been able to figure out which string you're supposed to pull. And I don't even mind being made a fool of by a simple bag of Fritos that are supposed fo tear open but would withstand the strain if they were tied between two elephants. But a simple box. That was getting to me. I grabbed floor. I have since written the Consumer Protection Agency suggesting that pull tabs should be banned as a safety hazard or that a warning, at least, should be placed on the box which reads: "CAUTION-pulli- ng this tab may be hazardous to your health." PINEWOOD DERBY RACING- - A Cub Scout seems to be signalling the winner of this pinewood derby race as the cars whiz by the finish line. Tremonton Stake Cubs met Saturday at the First Ward church for the race which is fast becoming a popular sport with Cubs and their fathers. The elaborate track complete with electronic finish line was provided by an Ogden man.' 1m A Winner7 The only thing most families save for a rainy day is an argument. The games provided super excitement and entertainment throughout the season. The teams ability to win the close ones drew the community much closer together. The excitement of cheering the team and disagreeing with the officiating has been a lot of fun. Tournament showed The good job done at the State the State what an excellent team the Bears really are. The support and enthusiasm shown toward the team was great. As team members said "It's a great feeling to be so far from home but still have your own band supporting you along with sections of red and white rooting with you." The booster club was always helping the team out and showing their concern. Thanks should also go to Dr. Johnson who practiced his profession many times during the season. Most of all a special thanks and tribute should go to our team. With the position of third in state and a record of 18-they have a season to be proud of. Expenditures for such items as equipment repair and utilities are not allocated on an individual school budget basis, but paid directly from the district . budget. The factor of Inflation is a constant challenge in budget, making, particularly in adequately meeting the increasing costs for such things as heat, electricity and gasoline. Situations caused by equipment failure and emergency building repairs are also unknown factors in budget making. ' Approximately twelve per cent of the Maintenance and operation Budget is e expended for type items with salaries and fringe benefits of employees amounting to approximately eighty-eigh- t per cent. It is in the area of employee salaries and fringe benefits where the greatest problems arise in school budget making, particularly if negotiations are not completed prior to the date, as set by law, when such budgets must be adopted. When salary matters are not determined in time,K then considerably i .more estimating must occur in thefirsU budget making process and additional budget hearings are later required. In preparing the school budget, the need to project student enrollments accurately is most crucial. Past and present enrollments must be carefully . studied before a projected enrollment can be satisfactorily determined. Fewer students actually enrolling in the Fall, than were previously expected, can be a costly error. Once the schools are staffed and school begins there are few opportunities to make adjustments. the The District attempts to pre-staon a schools and secondary elementary given ratio of students per teacher. However, such ratios cannot be achieved in all cases. Overloaded classrooms do occur and then teacher aides are generally employed to compensate. The mixing of grades is also a means to lighten individual class loads under certain circumstances. Reducing the overall students enrolled per teacher is very costly and extremely difficult to achieve. Budget making requires estimating anticipated revenues from approximately estimated as possible and balanced with anticipated revenues. Budget making requires a multitude of check and balances before it is in final form for adoption. Another result of all this legislation has been to create a situation whereby extremists can legally force the rest of us into absurd situations with no recourse. e LX Budget Laws Force Us To Do What We Ought To Do TOO OFTEN IT has been deemed necessary by the lawmakers of this country to pass laws guaranteeing rights which were supposedly guaranteed to all of us by the constitution. The cause, in most instances, has been an unwillingness by part of the citizenry to extend to others the same rights they feel are guaranteed them. . Even though budget making is a continuous process, such detailed and consistent efforts begin in January. With the advent of the computer, it is now much easier to keep an and accurate, account of the current, budget which greatly assists in the preparation of a new one. During the annual Legislative Session, when individual and group influences are being exerted on the Law Making Body in an attempt to assure that a more adequate school finance base is established, much time is being devoted, at the local level, in analyzing the current budget and determining what necessary adjustments should be male to more adequately meet the multitude of new and continuing needs of the District. Budget making really begins at the individual school level where the Administrator and Staff attempt to determine their joint needs in such areas .as textbooks, supplies, equipment, building remodeling and repair. During the month of March, such individual school requests are sent to the District Office for Administrative and Board review, necessary adjustments and final acceptance. Eventually each school administrator is allocated a budgeted amount for which he is responsible to expend in such areas as textbooks, library books, general supplies, replacement and new equipment. Repair and maintenance of buildings and grounds are also requested by each school and projects are prioritized for completion.
