The control exercised by an army of federal agents so dominates farming today that a man has to seek permission from the government to plant on his own land. In like manner, the federal government controls the trucking industry, even to the extent of setting rates, establishing routes, and selecting the carriers that may serve the public in a given area. Similar complaints can be heard and should be listened to from officials who run the airlines, the railroads, the petroleum companies, and other industries. Another manifestation of too much government is that, as more and more Americans now realize, the federal presence in education, welfare, housing, medicine, etc., has resulted in skyrocketing costs, fantastic increases in government power, and a worsening situation everywhere. It would be comforting to regard the lengthening string of federal boondoggles as simply "failures." But the possibility that each new federal program was designed" to increase the power of government should not be overlooked. How often has anyone seen a federal gency disbanded? Has a government agency ever been created that did not make matters worse? Right now, the breast-beater- s in government, with their vaunted passion for Earmarking $1.85 billion as a starter, the Child and Family Services Act calls for the establishment of before-an- d programs for older children, day-car- e centers for toddlers, programs for the care of newly born infants, and a host of other "services." The measure would authorize federal personnnel to identify, diagnose, and treat "physical, mental, psychological, and emotional barriers to full participation (by children) in child-servic- e programs." If that doesn't grant government the power to mold children according to federal designs, what does it do? Backers of the act insist that compliance will be on a coluntary basis. But Repre- sentative Brademas has stated that the Act "is aimed at serving children in all groups," and that it "must, to the extent possible, involve all chil- dren." Critics fear, with ample justification, that this Act, if passed, will soon be as voluntary as forced busing and government-create- d nightmares. Some support for the proposal has developed because of a supposed dire need for e centers. But a close study of existing surveys shows that the vast majority of working,jjjathers do not centers even use day-car- e when they are available free of charge. If real concern for working mothers is the motivation, then fewer government programs, resulting in lower taxes and less inflation, would certainly help. day-car- Americans must face the sobering realization that the programs envisioned by this act were tried in Nazi Germany, and are being implemented today in Red China.
