The Secretary of State shall keep a record of the official acts of the Legislature and Executive Department of the State, and, when required, shall lay the same and all matters relative thereto before either branch of the Legislature, and shall perform such other duties as may be provided by law. Section Secretary Duties of Section 17. Auditor and Treasurer. The Auditor shall be Auditor of Public Accounts, and the Treasurer shall be the custodian of public moneys, and each shall perform such other duties as may be provided by law. Section 18. Duties of Attorney General. The Attorney General shall be the legal adviser of the State officers, and shall perform such other duties as may provided by law. be Section 19. Superin- tendent of Public Instruction. The Superintendent of Public Instruction shall such duties as perform may be provided by law. Section 20. Compensation of state officers. The Governor, Secretary of State, Auditor, Treasurer, Attorney General and such other State and District officers as may be provided for by law, shall receive for their services monthly, a compensation as fixed by law compensation for said officers as provided in all laws enacted pursuant to this Constitution, shall be in full for all services rendered by said officers, respectively, in any official capacity or employment during their respective terms, of office. No such officer shall receive for the performance of any official duty any fee for his own use, but all fees fixed by law for the performance by either of them of any official duty, shall be collected in advance and deposited with the State Treasurer monthly to the credit of the State. The Legislature may provide for the payment of actual and necessary expenses of said officers while traveling in the State in the performance of official duty. Section 22. The great eaL There shall be a seal of the State, which shall be kept by the Secretary of State, and used by him officially. Said seal shall be called The Great Seal of the Stat of Utah." The present seal of the Territory of Utah shall be the seal of the State until otherwise provided by law. Section 23. I'aited States officials ineligible. Governor not eligible for senate. No person, while holding any office under the United States' government, shall hold any office under the State government of Utah, and the Governor shall not be eligible for election to the Senate of the United States during the term for which he shall have been elected Governor. Present Provision Section 29. Lending public credit forbidden. The Legislature shall not authorize the State, or any county, city, town, township, district or other political subdivision of the State to lend its credit or subscribe to stock or bonds in aid of any railroad, telegraph or other private individual or corporate enterprise or undertaking. Proposed Amendment Section 3 Effective date. If adopted by the electors of this state, this amendment shall take effect December 31, 1974. Those attending this third Annual RCiD Tour saw projects and points of interest from Wlllard to Plymouth. On the north dike of Wil-'- 'd Bay, overlooking the bird refuge and part of the Great Salt Lake, Box Elder County Commissioner John Holmgren presented a project proposal that would help control the water level of the lake. Holmgren explained that the level of the lake is now about as high as it has been Bay. Over 60 percent of the water going into the Salt take to Holmgren according comes down the Bear River. Any such district created by a county may contain all or part of any incorpor orated municipality but only municipalities with the consent of the authorities governing thereof. Laws in effect at the time of the adoption of this section and districts established pursuant to these laws shall not be affected by the adoption of this section. value of such property shall remain only for the purpose of debt limitations as set forth in Article XIV of this Constitution. The proceeds from such a tax or fee shall not be subject to Section 13 of this Article and shall be distributed to the taxing districts in which the exempted property is located in the same proportion as the revenue collected from real property tax is distributed to such districts.
