Lee; Councilmembers Arlo Mess-inge- r, Karl Miller and Conrad Grimshaw. Councilmembers Val Smith and Sam Hutchings were absent until later in the meeting. Also present were City Recorder Hal Lessing, City Manager Gordon Baker and Councilmen Elect James Robinson and Paul Anderson. Minutes The City Recorder read the minutes of the City Council meeting of November 17, 1987. After reading and review, Councilman Messinger Grimshaw moved, Councilman seconded, the minutes be approved as read and written. All voted in favor of the motion. Outside City Water An outside the City water application of Ray A. Scheuer was reviewed and discussed by the City Council. Councilmembers Hutchings and Smith arrived at this time. Upper Power Plant Mr. Tim Jones of Jones & DeMille Engineering met with the City Council and discussed Beaver City's relicense of the upper power plant. Mr. Jones presented a suggested outline of the FERC requirements for relicensing. The outline is attached hereto as Exhibit 239A. Mr. Jones stated the approximate budget cost for his work in relicensing would be $7,000 to $10,000. A lengthy discussion was held on the FERC relicensing procedure. Mr. Jones was instructed by the City Council to draw up a contract with his fees and present it to the City Council at their next meeting. The City Recorder was instructed to send Beaver City's letter to FERC notifying them that Beaver City is intending to relicense the upper power plant. A copy of the letter is attached as Exhibit 239B. All voted in favor of the motion. A lengthy discussion was held on an outside the city water application from Mr. Scheuer. After discussion, Councilman Grimshaw moved, Councilman Messinger seconded, Beaver City allow the outside the city connection of Mr. Scheuer upon completion of the following work: Mr. Scheuer is to complete installation of the 6 inch diameter ductile iron water line from its present location to his property; Mr. Scheuer shall comply with all requirements of Beaver City's new outside the City water ordinance; the 6 inch water line shall be laid in the road All voted in favor of the 4.99 Sticker Mini Glue Gun.
