MEL TAIT Sheriff Beaver Co-1- 17 1970-7- 1 Budget The gap between initial budget requests and the final recommendation by the Governor to the 1970 budget session of the Utah Legislature is "far less wide than it was a year ago." This fact was pointed out by Utah Foundation, the priv'ate? research organization in an state analysis of the 1970-7- 1 budget. Last year, departmental and institutional requests called for increases in excess of $220 million more than appropriations of the preceding year. At the, time, the Foundation calculated that even if all the general fund and uniform school fund taxes had been doubled, the aggregate return still would have fallen $50 million short in meeting the initial requests. This year, however, there appeared to be considerably more fiscal restraint exercised by the respective agencies and institutions in their approach to the then-existi- 1970 legislative session. Founda- tion anaylsts attribute this restraint possibly to a "greater awareness of the limitations imposed by available revenues, & on the publicly expressed determination of the Governor and Ol kgislaf.ve leaders to avoid any tax increase." Despite the greater restraint shown by agencies this year, the initial requests had to be trimmed by $23.5 million in order for the Governor to submit a balanced budget to the 1970 Legislative Session. If the original requests were allowed to stand, tax hikes roughly equivalent to a 12.8 mill statewide boost in the property tax or another one cent increase in the sales tax would be required. The Foundation report points out that "many observers are asking if basic principles of fiscal integrity are violated when departmental and agency requests are made far in excess of practical possibility, leaving the Governor and the Legislature to make the major reductions." Some department head5, on the other hand, defend the practice on the theory of "letting the public know what the real needs are," while realizing that they probably must accept far lesser amounts than they ask for. According to the Foundation, there appears to be growing lecling that the public interest would best be served if fiscal planners would honestly consider operational costs in relation to practical fiscal limitations. The fiscal plan for the 1970-7fiscal year presented to the 1970 Legislature by the Governor called for a balanced budget with no tax changes. Increases in appropriations under the plan would be financed from expected higher collections from present state revenue sources. S George B. Low Recorder e" BY GEORGE can't remember when 1 enjoyed a basketball game as much as the game last Friday. For some reason, as soon as I got inside the room I had the feeling, call it a hunch, that things were going to pop and I wasn't disappointed. From the first minute of the game those Beavers let the Rams know that they were in for an I Beaver-Parowa- n evening. It's true that the Rams gained an early lead and that it's also true that they they managed to hold on to it never had reason to feel secure and that the Beavers fought every minute of the game. Nobody who was there will forget that last quarter. Someone in the crowd had riled one of the officials and the Rams were given four points through "technical" fouls. Beaver toughened up right about then and began to play some hard nosed, heads up basketball. Defensively they stiffened and offensively they began to split the strings and close the gap. Keeping the Rams off balance they closed the gap till they were only behind by three points. The Rams called for a time out and put their wits bick together enough to win the game. arc the Beavers One of these days those guys going to forget whatever it is that's bothering them and they are going to give some team the surprise of their lives. They're going to go into a ball game to win anil sans fooling around, they're going to do just that. I only hope I'm present when it happens cause it's going to fun than putting grease on the sidewalk in front of the bus stop. e Last Sunday my neighbor Ken Ward died of a heart attack. I suppose there are lots of people here in town who were better acquainted or at least knew Ken longer than I have but I hope you'll bear with me while 1 try to say a few things about him as a neighbor. can't remember just how or when I first made his acquaintence but I do remember the time, when we trying I to build our home, when he came over and introduced himself and said that he was our neighbor and, if there-wasomething he could do to help us, he would be glad to try. Pretty soon we got to talking and it came out that he was a plumber. He wouldn't take the job to put in the pipes but he did help plan the job so it worked when it s was done. As time passed and we became better acquainted I learned that he operated the dance pavilion and the sound equipment and that he had been in charge of the plumbing work at the armory, the hospital in Cedar, and had drawn the plans for the heating installation at the swimming pool. He had been forman of "work in Salt Lake on some rather large school and industrial jobs and hi advice and counsel had market value and was not something he just went about giving away. When his plumbing days were ended by his first heart attack, he was around more and I began to appreciate him as a friend and neighbor. He would stop by to talk for a minute when I was doing jobs around the house, not pushy, just neighborly. Ken was one of those "doers" who put forth the extra effort to get things done. He is going to be missed by this community, especially when it comes time to find someone to do some of the things we have come to take for granted. We extend our sincere sympathy to Janice and his children in this time of sorrow. No words we can say will reduce their loss but we want them to know how we valued Ken's friendship. |
