Ask the family of a person who practically 'lives' on the telephone and they will not only say that the phone is frequently but constantly used! used Here are a few suggestions for your part on providing efficient irritation on 'their' part. By 'their part, I mean: your family, the people on 'your party line, and last but not least the person whom you are calling. It really Isn't right to waste all that time dialing unless you can 'tie-uthe phone for at least 30 minutes, making sure that someone else wants to use it during that time. Always be sure to call someone at mealtime or when you are absolutely sure they will be busy and you will be interupting them. Home work is never done as well as when it is done on the telephone. Notwithstanding any general or special provisions of the Constitution, the Legislature in order to insure continuity of state and local government operations in periods of emergency resulting from disaster caused by enemy attack shall have the power and immediate duty (1) to provide for prompt and temporary suc- fices, and (2) to adopt such measures as may be necessary and proper for insuring the continuity of governmental operations including, but not limited to, the financing thereof, but subsections 1 and 2 of this section shall not permit the public officers so appointed to act on the measures so adopted to be in contravention of the Constitution and applicable law. Section 2. The secretary of state is directed to submit this proposed amendment to the electors of the State of Utah at the next general election in the manner provided by law. Section 3.
