Mr. Fiack outlined the proposed new and maintenance state road poogram to the members. This program will be presented to the legislature when It meets in January. "Let's get the car out of the mud," was the slogan of the Itoad Commission over twenty years ago, said Mr. Fiack and quality was sacrificed for quantity with the result that our roads are 10 to 15 years behind traffic. The reason for the condition of the roads today, according to the district engineer, is that they were not constructed for the type of traffic using them at present. Under the proposed improvement program, Highway 91 south of Nephi will be constructed to a high type highway. Some people have thought that traffic thoro-fare would justify a but actual counts show only 1200 cars in 24 hours on the road south of Seipio. On Highway 9 1 at Farmington, north of Salt Lake a recent count revealed 11,000 cars s. two-lan- e four-lan- in a 24-ho- ur e, period. The adoption of the program would call for this additional money from some source. Much criticism has been directed at the State Boad Commission for failure to get projects underway, said Mr. Flack, but the low salary scale for engineers Is the reason.
