Show r 2 The Helper Journal Thursday, Oct. 17, 1974 Editorial Carbon area needs district financing Recent projections by the Utah State Employment Service and the University of Utah place population growth in Carbon County at approximately 80 per cent over the present number by 1980. In real terms, this amounts to adding two cities the size of Price in the next six years. Obviously, the problems confronting towns where these newcomers will live are staggering. Utilities, schools, police and fire protection, recreation facilities, to name just a few, will all have to be added at a rate unprecedented in this county. Planning is already underway to provide these services, but, as recent publicly funded projects have shown, avenues for funding are now always open, even for the most necessary of services. With, utlities such as water and sewer In the county finally getting the attention from outside agencies needed to get them underway, the problems concerning police and fire protection, recreation and adequate medical facilities come to the front. However, unlike water and sewer, providing the funds for these services is not as easily come by. The Utah State Constitution provides for the establishment of water and sewer districts for funding of these services. But, due to a series of adverse Supreme Court rulings, special districts for fire protection, recreation and hospitals have been held unconstitutional. The beauty of the amendment lies in the fact that these industries that are responsible for the growth in towns nearby can be included in the district, thereby adding greatly to that districts' tax base and capacity for funding. Because of the greater funds that a district will be able to generate within its' boundaries, passage of this amendment will also greatly improve the local areas' ability to control development within the area without turning to outside funding with outside strings attached. Use of special district financing also does much to insure that those receiving the benefits of a specific service are also those paying for the service. Of course, this amendment should not be taken as a means for doing away with the taxes of the individual citizen because it will not. But when it gets down to footing the bill for necessary services, isn't it better to have our big neighbors contribute to solving the problem they did much to create.
