F. Marchetti announced today. Mr Marchetti's report came as postal employees' groups undertook a city wide promotion of the campaign. The five-ceair mail rate was approved by Congress upon the Post Office Department's request. The Department contended that commerce would be fostered by making available rapid air mail service at reduced cost and wider use of air mail would reduce the unit cost of delivery. Carriers, clerks and other employees at the post office have joined in an active educational campaign. "Postal employees are in more frequent contact with the people than any other government employees," said Marchetti. "They have promised first, to suggest wider use of air mail during this week, and second to bring the news of the reduced rate to more of our patrons.
